Sift the flour, sugar and salt into a basin and rub in butter with your fingertips. Add the herbs and mix with a fork to incorporate into the dough. Pour in the milk and just enough water to form a sticky dough. Turn onto a lightly-floured surface and knead gently until smooth.
Pat the dough until it's about 2cm thick then cut into rounds with a 5cm diameter pastry cutter. Place the scones on a lightly-greased baking tray and brush the tops with milk.
Place in an oven pre-heated to 180°C (350°F/Gas Mark 4) for about 15°20 minutes.
