Mix the flour and sugar together in a large bowl. Melt the butter in a pan, take off the heat and mix-in the egg and lemon zest. Beat well to combine then add this along with the milk to the flour and sugar. Mix well then spoon into lightly-greased muffin tins, filling the wells no more than 3/4 full. Bake in an oven pre-heated to 180°C (350°F/Gas Mark 4) for about 15 minutes, or until well-risen and golden.
When the muffins are ready, stir-together the lemon juice and remaining sugar and drizzle this over the muffins. Allow to cool then take out of the tins carefully and place on a wire rack to cool.
