Wash the rice then add all the ingredients (except the raisins, butter and sugar) to boiling water. Cook for 20 minutes on high heat. Drain the rice and place in a steamer along with the raisins and cinnamon stick. Allow to steam for an hour over boiling water then remove the cinnamon stick and add the butter and sugar.
