These are the classic peppermint twist candy canes made from spirals of red and white candy.

Method:

Combine the sugar, syrup, water and cream of tartar in a saucepan. Stir over low heat until the sugar has dissolved and a syrup has formed. Bring gently to a boil and cook to a very Hard Ball stage (120–122°C as measured on a confectioner's thermometer) — this is when a small amount of the syrup, when dropped in cold water forms a hard ball that will not flatten when you squeeze it.

Remove from the heat and add the peppermint. Divide the mixture into two parts (easiest if you divide between two saucepans; that way you can re-heat and melt the candy if it hardens too much). To one batch add a few drops of red food colouring, mixing thoroughly until you have the desired shade of red.

Take small amounts from both pans and pull theses pieces until you have two ropes about 2mm thick. Twist the red and white ropes together to get about a 6cm length. Twist the ends into crooks (if desired) then place on a greased baking tray to cool.

Note, if the sugar mixture hardens too much, simply heat gently until it can be handled. The mixture should be enough for about a dozen canes.
