This is a classic Swahili dish (common to Kenya and Tanzania) for a dish of lighlty-curried, fried, cauliflower. You can also cook broccoli in this manner.
Heat the oil in a frying pan and use to fry the oions for about 10 minutes, or until coloured golden brown. At this point add all the remaining ingredients (except the water). Fry for about 3 minutes, stirring frequently, then add the water.
Cover the pan and simmer until the cauliflower is tender and all the stock has evaporated away (about 20 minutes). Serve hot as a vegetable accompanyment.
