Peel or scrub the potatoes, place in a pan then cover with water and add a little salt. Bring to a boil, cover, and cook for about 15 to 20 minutes, or until half done. At this point remove any excess water (so the water is level with the potatoes), place the herring on top then re-cover and continue boiling for a further 15 to 20 minutes, or until the potatoes are 'mealie' (ie beginning to break up) and the herring is cooked through.
