Though typically described as 'biscuits' (and I have seen this in French references, not just in translations) these are really little fried pastries. Originally they were just balls of dough deep fried in batter though modern cooks tend to make them in a range of fanciful shapes.
Sift together the flour and baking powder into a bowl. Form a well in the centre, add the oil and mix well by hand. Now beat in the sugar, eggs, milk and condensed milk with a wooden spoon.
Beat thoroughly to combine then use your hands to bring the ingredients together as a dough. Form into a ball, cover and set aside for 60 minutes to rest.
After this time, shape the dough into your desired forms (rods, balls, plaits) or roll out and use pastry cutters to cut into different shapes.
Heat oil in a deep fryer to 150°C and add the cakes in batches, frying until nicely puffed up and golden brown. Drain on kitchen paper as you cook the next batch and serve warm.
