Place the dry whole spices in a frying pan and toast until aromatic (90 seconds to 2 minutes) then transfer to a coffee grinder and render to a coarse powder.
Pound together the garlic, chillies and ginger to a paste in a mortar. Mix in the spice powder then set aside for 1 hour to infuse before use.
